Regional Planning
Integrated Development Frameworks in conjunction with
Sectoral Plans and Structure Plans are the approved planning mechanisms to guide
future development in the sub-regions by providing planning policies associated
with the:
- physical,
- economic and
- social
development of the sub-region.
ESKOM appointed independent consultants to prepare
Sub-Regional Structure Plans for Southern Overberg in the Western Cape (1994)
and the Kouga Coast in the Eastern Cape (1998). Bantamsklip is the area of interest for possible nuclear plant
development in Southern Overberg and similarly Thyspunton the Kouga Coast. The
Sub-Regional Structure Plan process consisted of three broad
activities:
- public participation
- analysis, and
- structure plan preparation.
The Overberg Regional Services Council called for the
preparation of the Southern Overberg Sub-Regional Structure Plan in response to
increasing coastal development pressures in the area. In addition, the purchase
of property at Bantamsklip by ESKOM as a potential site for a nuclear power
station underlined the need for appropriate levels of sub-regional
planning.
The need for the Kouga Coast Sub-regional Structure Plan
was identified by the Western District Council, based on increased and
uncontrolled development along the coastline, and the desire to improve the
quality of life by ensuring the provision of basic needs for the resident
population. An added incentive for ESKOM sponsoring the Structure Planing
processes was the requirement that appropriate land use policies and development
guidelines be implemented in order to maintain the viability of the Thyspunt
site as a potential future nuclear power generation site.
