What is the ESCo Model?

The ESCo Model Programme considers funding for commercial and industrial sector projects that can shift electrical load outside Eskom's evening peak.

  • Projects can be submitted by Energy Services Companies, Project Developers or businesses with a turnover of less than R50 million that qualify as an Exempted Micro Enterprise (EME) (Levels One and Two) or Qualifying Smaller Enterprises (QSE) (Levels One and Two) as per the codes of good practice under section 9 (1) of the Broad Based Black Economic Empowerment Amendment Act No 46 of 2013.
  • 51% Black-owned Energy Services Companies, Project Developers or businesses with a turnover of more than 50 million per annum can also submit projects on condition that they subcontract a minimum of 30% to a QSE or EME.

What is the process?

Eskom invites Energy Services Companies, Project Developers or businesses or businesses that meet the prequalification criteria to:

  • Identify and scope opportunities as basis for implementing demand shifting projects in the commercial and industrial sectors; and
  • Submit proposals to Eskom to consider funding these projects under the umbrella of the ESCo Model.
