Governance(ISO 14 000)

The main driver for the change of the structures governing Eskom's nuclear operations was Koeberg's vision to be the safest, best performing and most cost effective Pressurised Water Reactor (PWR) in the world. To reach this vision, targets were established and it was realised that the vision can only become a reality if the manner in which Eskom's nuclear business is governed, was reviewed and modified.

To put the best possible structures in place, ideas were obtained from international organisations such as the International Atomic Energy Agency (IAEA) and the United States Institute of Nuclear Power Operators (INPO), as well as local experts such as the National Nuclear Regulator, Generation Senior Managers and independent specialists.

Two specific aspects of nuclear safety governance were considered, namely Nuclear Safety Committees in Eskom and the safety allocation of functional nuclear safety responsibilities in Eskom.

The following Nuclear Safety Committees were established:

Nuclear Safety Oversight Committee (NSOC)

The role of this committee is to provide assurance to Eskom's stakeholders and the general public that nuclear safety at Eskom's nuclear facilities exceeds compliance to minimum regulatory and Eskom standards, while emulating good practice.

The committee is chaired by the Chairman of the Electricity Council with the Chairman of Eskom Enterprises serving as alternative. Other members include Electricity Council Members, Executive Director (Generation), Koeberg Power Station Manager, Generation Safety and Assurance Manager, Generation Environmental and Nuclear Services Manager and invited international nuclear safety experts.

Nuclear Management Committee (NMC)

The role of this committee is to monitor, review, and ratify the total Eskom nuclear business (i.e safety, economic and reliability performance) in relation to international benchmarks and Eskom's overall business.

The committee is chaired by the Chairman of Eskom Enterprises with the Executive Director (Generation) filling in as alternative. Other members are Koeberg Power Station Manager, Generation Safety and Assurance Manager, Generation Environmental and Nuclear Services Manager, General Manager (Generation Finance), General Manager (Energy Management), Pebble Bed Modular Reactor client node, Corporate Medical Consultant and other specialists as needed.

Safety Review Group (SRG)

The role of this committee is to bring together nuclear expertise and viewpoints from different parts of Eskom for the purpose of meaningfully debating nuclear safety issues of the past and intentions for the future, to ensure that all relevant facts, information and ideas are considered. The SRG makes recommendations, through its Chairman, to the appropriate line manager and the Nuclear Management Committee.

The committee is chaired by the Generation Safety and Assurance Manager with the Generation Environmental and Nuclear Services Manager serving as alternative. Other members are Koeberg Power Station Manager, Nuclear Engineering Manager, Nuclear Safety Inspectorate Manager, Nuclear Plant Manager. Pebble Bed Modular Reactor client node, Generation Safety Assurance Materials custodian, ISI custodian and Maintenance custodian

The Generation Safety and Assurance Group was formed to ensure that all aspects of nuclear governance are carried out on a daily basis.
